SUMMARY: Plans, organizes, directs and controls the activities and staff involved in the study, design, development and installation of data processing systems, technology infrastructure and application development. Generally reports to the VP of Technology or equivalent level. Responsible for uptime of all systems and operation issues related to infrastructure and Technology operational issues. Responsible to design and architect, in collaboration with other key stakeholders, technical solutions for various business processes and needs. Oversees the development and installation of information systems for planning, control and operational purposes through staff. For complex implementations, will be expected to perform direct technical work. Leads a team of application developers to engineer innovative solutions to meet the Credit Union’s strategic objectives. Assist in supervising the conduct of feasibility studies for system improvement and the preparation of system project proposals. Assist in preparing long-range systems projects/plans with priority recommendations. Schedules, controls and reports progress of system design, development and installation activity. Reviews facility and equipment requirements and prepares related recommendations. May be responsible for decentralized data processing applications and monitors equipment utilization. Prepares operational forecasts and requirements for data processing, technical infrastructure, systems development and communications. May prepare and administer project and department budgets and reports budget performance.

51% Supervision and Administration: Administers personnel policies and procedures consistent with Credit Union objectives. Completes performance appraisals and provides recommendations for staffing, promotions, salary increases, and terminations. Ensures budgetary control of Systems project purchases and assumes project ownership of the software development planning and implementations. Participates with Credit Union management in planning and decision making that involves Systems related projects. Keeps informed of technological developments and advances to ensure that Systems area is educated in state of the art software and project development tools. Provides coaching, training, supervision, and assistance to programming, development, and computer operations staff and to independent contractor companies. Assists in evaluating hardware capacities, growth planning, and software installations.
49% Systems Project Management and Technology Management: Manages large and complex projects involving technology infrastructure, software systems and applications, ensuring their adherence to budget and schedule. Develops design, implementation, and testing standards, requirements, and procedures; documentation of infrastructure and software for the Credit Union. Develops and reviews quality assurance techniques and progress of projects with other group members to ensure that departmental goals and objectives are met. Meets with various departments and vendors to discuss requests for automated systems and services. Assigns projects and assumes responsibilities for the design and completion of systems and their related input/output formats. Reviews system and software configurations and installations to ensure quality. Reviews software development work for quality. Ensures secure and highly available technology solutions. Completes any other related duties as assigned.
SUPERVISORY RESPONSIBILITIES: Directly supervises lower level employees. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding, counseling and disciplining of assigned employees; addressing complaints and resolving problems.
EDUCATION and/or EXPERIENCE: Bachelor's degree in Computer Science, a related field or equivalent experience. A typical incumbent will normally possess five to eight years of system design, planning and installation experience in implementing complex solutions. Three years of increasingly responsible supervisory/management experience also required.
LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees of organization. Ability to communicate effectively with various levels of management.
MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, and percentages.

CERTIFICATES, LICENSES, REGISTRATIONS: Must be bondable. Certifications in VMware, Microsoft-related technologies, networking or development preferred.
